Message	[ http://en.wikipedia.org/wiki/Automotive_battery#Terminal_voltage ] The reason it's not a "13 volt battery" is the same that your alternator isn't called a "14 volt charging system". Batteries are usually designated by their total cell voltage at full charge and rounded to the nearest convenient number, which is not necessarily what the operating voltage at the terminals will be at any given time. Here are some pictures to demonstrate this, taken immediately after shutting the car off and forty minutes later:
